Just a few slight changes to the Riesentӧter executive board

Jeffrey Walton moves his way up from the vice president position to president. Stepping in the vice president's role is one of our contributing editors of Der Gasser, David Newton. Christopher Karras is back as he takes over the secretary position for Rita Hancock and Joe Asher remains on the board as a voting member from the past president's position. And as previously announced Marty Kocse is our new track chair.
